BP Role Fields showing as mandatory despite config not being set as such

Need some help. I'm not understanding the behavior in the case of mandatory fields being mandatory despite the config showing not Mandatory.

In this case Sales District field is showing as mandatory when creating a customer. When I look at the config for this role i'm using its not selected as mandatory. Any idea why this is happening? Role is the right one so that's not a problem.
