BPM process & services are not coming up in SAP PI 731

HI all,

We   have build the NW 7.31 PO system  with BPM and AEX usage types.

All the PI adapter engines and all other process are up and running,  BPM services and applications are in status " Implicitly stopped with dependency failed"

When we tried to start them manually " Retrival of subsystem data for NW-BPM failed" JNDI lookup failed.
