Run package without using Data Manager

Is there any way to give a user the ability to run a package without giving them access to Data Manager?  This would be for an administrative person and there are two packages I want them to run.  The first package has a couple of parameters that need to be supplied and the second has none.  I found this post for NetWeaver (How to Call a BPC Data Manager Package from VB) and would like to do something similar in our environment.  I also see the EPMExecuteAPI and wonder if that's an option I could use.
